About this opportunity

The Department of Homeland Security U.S. Coast Guard seeks engineering technical support services to develop, test, and document a parametric ship hull modeling tool in Rhinoceros software, with quotes due July 13, 2026. This is a 100% small business set-aside under NAICS 541330 Exception 3 (Marine Engineering and Naval Architecture).

Place of performance is contractor-designated; performance may also occur at Coast Guard Headquarters in Washington, D.C., subject to space availability and Contracting Officer's Representative approval. All contractor personnel must be U.S. citizens. The Project Engineer is designated as Key Personnel and must hold a naval architecture degree or two years of marine design experience, demonstrate proficiency in Rhinoceros marine vessel modeling and hydrostatics fundamentals, and possess at least one year of Python programming experience. Contractor personnel must complete Hull Design and Fairing Training Levels 1 and 2 within 20 business days of contract start. The tool must be developed using only native Rhinoceros capabilities (Grasshopper and IronPython) and pure Python modules, with no third-party plug-ins. The contract contemplates one time and materials labor-hour contract with fixed hourly rates; the Government reserves the right to make no award.

Period of performance runs from September 1, 2026 through August 30, 2028, consisting of a base period and one 12-month option period. Deliverables include written methodology (3 months), first draft implementation (6 months), three validated ship hull models (9 months), and technical paper (11 months). Weekly progress meetings are required during U.S. East Coast business hours. Evaluation weighs experience and management approach significantly more heavily than price. Amendment P00001, posted July 1, 2026, revised the pricing sheet and extended the deadline from July 6 to July 13.
