Notice text
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.
Naval Surface Warfare Center Crane Division plans to enter into a three-year Basic Ordering Agreement (BOA) with General Dynamics Advance Information Systems (GD-AIS), 12450 Fair Lake Circle, Fairfax, VA 22033.
It is anticipated that cost-plus-fixed fee job orders will be issued as required for a continuation of systems engineering support and system upgrades that was developed by GD-AIS as part of the Surface Electronic Warfare Improvement Program. In accordance with the statement of work, tasks will include software/firmware development, hardware system modifications, existing system modifications, upgraded/enhanced systems requirements, testing support, test utilities, scheduled lock installations and training aid developments/upgrades for instructor and student materials, attendance of miscellaneous meetings, preparations of various management studies and reports, as well as the provision of data deliverables.
Tasks will also include updating existing manuals, operating software, software source codes and technical data for the on-going support of Blocks 1A, 1B1, 1B2 and 1B3. Terms and conditions will be negotiated on a job order basis.
Procurements under the BOA will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition includes the fact that GD-AIS is the original developer of the system and they possess the technical knowledge to continue the required support within ship schedules. Additionally, significant duplication of cost would result if the BOA is awarded to any other contractor than GD-AIS and there is no funding available to develop a second source.
A formal solicitation will not be issued. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. Interested entities may identify their interest and capability to respond to the requirement. Direct questions to Ms. Diane L. Pearson by e-mail diane.pearson@navy.mil (preferred) or by phone 812-854-5201. Please reference the last four digits of the solicitation number when responding to this notice.
