About this opportunity

The Naval Surface Warfare Center Philadelphia Division (NSWCPD), under the Department of the Navy Naval Sea Systems Command, is seeking engineering support services for the General Electric MV3000 Auxiliary Propulsion System. This procurement falls under the Engineering Services NAICS category (541330) with a Product Service Code of R425 for professional engineering and technical support. The Government intends to award this as a sole source Purchase Order to General Electric, citing that the company is the only responsible source capable of fulfilling the Navy's specific requirements for this effort. While this is designated as a non-competitive procurement under FAR 13.106 authority, interested parties may still submit written responses demonstrating their capability and interest in the requirement. The deadline for submitting responses to the attention of Karen Morris via email is January 16, 2026, with the Government planning to make an award prior to the second quarter of fiscal year 2026.

This procurement carries no set-aside designation and is anticipated to be awarded as a sole source contract to General Electric, the current and incumbent contractor for this specialized propulsion system support. The notice does not specify an award value or budget range for the Purchase Order and resulting contract modifications. No specific timeline for service delivery, quantity requirements, or performance metrics are outlined in the pre-solicitation notice. The Government reserves the right to conduct a competitive procurement based on responses received, though the ultimate decision to proceed with sole source award or open competition rests entirely within Government discretion. This pre-solicitation notice is not a request for competitive quotations but rather an opportunity for interested parties to formally document their capability before a final contracting decision is made.
