About this opportunity
The Naval Research Laboratory (NRL), under the Department of the Navy Secretary of the Navy Office of Naval Research, is seeking engineering support for the design, development, and integration of radio frequency (RF) and high frequency (HF) systems. The work encompasses six primary technical task areas: mobile over-the-horizon radar, HF surface wave radar, arctic HF OTH radar, homeland defense radar, high power HF transmitter systems, and multifunctional RF systems. Interested contractors must demonstrate relevant capabilities and resources, provide prior experience with similar scope and complexity work, maintain or obtain appropriate facility clearances, and submit responses no exceeding 15 pages that address the draft Statement of Work requirements. While no specific evaluation criteria are explicitly detailed in the notice, respondents are expected to provide comprehensive technical information including descriptions of capabilities, relevant experience, facility clearance status, and commercial versus non-commercial determinations per Federal Acquisition Regulation definitions. The deadline for submitting responses to this Sources Sought notice is April 16, 2026, with submissions directed to Contract Specialist Todd Schwartz and Contracting Officer Rick Savelli.
This is a new effort with no current contract incumbent or set-aside designation applied. The notice does not specify an award value or budget range, nor does it indicate a firm contract timeline; however, the draft Statement of Work indicates that work will be performed at multiple NRL locations in Washington D.C., Maryland, and Virginia, as well as at contractor facilities. Contractor personnel will be required to obtain Tier 3 investigations and final Secret clearances for classified work, with interim-Secret clearances permitted only for unclassified tasks. The contractor must assign a dedicated Program Manager, maintain monthly financial and technical progress reports, provide two personnel available for field deployment within one day's notice, and deliver multiple technical deliverables including funds and labor expenditure reports, scientific and technical reports, software and hardware design descriptions, and patent subject invention reports throughout the contract period.
