About this opportunity
The U.S. Coast Guard (a component of the Department of Homeland Security) is seeking an independent engineering study to assess the technical feasibility of redeploying Dowty R391 propellers from retired C-27J aircraft onto HC-130J platforms during the planned sundown of the C-27J fleet. The study must address critical technical questions including propeller configuration compatibility, engine mount system analysis, pitch control functionality, structural loads and fatigue life equivalency, system safety substantiation per MIL-HDBK-516C and MIL-STD-1530C standards, and second-order effects such as propulsion system dynamics and aircraft-level vibration impacts. The government has identified divergent airworthiness limitations, inspection intervals, usage spectra, and mission profiles between the two platforms as key technical challenges requiring resolution. Contractor responses will be evaluated based on their technical approach, qualifications, experience with propeller engineering and military aircraft systems, ability to conduct comprehensive engineering analysis, and capacity to deliver detailed technical assessments including configuration matrices, fatigue life assessments, safety analyses, and airworthiness path recommendations. Respondents must submit their Sources Sought responses by May 23, 2026, and should monitor the government website for updates and additional information regarding this requirement, as no formal solicitation currently exists.
This is a Sources Sought notice with no set-aside designation, meaning it is available to all qualified contractors regardless of business size or status. No incumbent contractor or current award holder is identified in the notice. The government has not disclosed a specific contract value or budget range for this engineering study. No numerical details regarding quantity, timeline for service completion, or deliverable deadlines are provided in the pre-solicitation materials; however, respondents should expect significant technical depth and rigor based on the detailed evaluation criteria outlined in the Background and Technical Context attachment. The Coast Guard will furnish government-furnished information including Technical Compliance Tracking Orders (TCTOs), maintenance manuals, mission usage data, and serialized propeller histories to support contractor analysis. Interested contractors should provide company information, relevant technical capabilities, development timelines, and business classification status in their responses to this Sources Sought notice.

At this time, no solicitation exists; therefore, do not request a copy of the solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
Background: The USCG is planning the sundown of the C‑27J fleet and seeks to assess whether Dowty R391 propellers that have accumulated service on the C‑27J (R391/6‑132‑F/10) can be overhauled and employed on the HC‑130J (R391/6‑132‑F/3). OEM correspondence flags differences in usage spectra, airworthiness limitations, and platform designation/traceability. USCG seeks independent, rigorous industry input on whether a technical, airworthiness, and sustainment-acceptable path exists, with or without OEM endorsement.
Sources Sought Requested Response
All contractors interested and qualified are invited to provide a response to this Sources Sought notice. All interested parties shall complete Attachment 1 – 70Z03826IE0000005 Sources Sought Notice Response which will allow the USCG to understand your full capabilities
