The services encompass program management, engineering, configuration management, software safety and security certification, independent testing validation, and maintenance of various system components including the Harpoon Command Launch System across multiple platforms including land, aircraft, ship, ground-launched systems, and submarines. The agency intends to award this contract on a sole source basis to BSC Systems, Incorporated of Chantilly, Virginia, under the authority of FAR 6.302-1, citing that only one responsible source can satisfy the government's requirements. BSC has been identified as uniquely qualified due to their extensive specialized experience in Independent Validation and Verification and Software Safety Analysis of Harpoon systems. This pre-solicitation notice was posted on July 16, 2024, with responses due by July 31, 2024, though this is not a request for competitive proposals.

This opportunity is designated as a Total Small Business set-aside, with BSC Systems, Incorporated serving as the intended sole source contractor for the engineering services. The contract structure is anticipated to be a Cost-Plus-Fixed-Fee arrangement covering a base year plus two one-year options, with contract award expected in the second quarter of fiscal year 2025. Small businesses interested in subcontracting opportunities are directed to contact Jack Norell at BSC Systems via email or phone. The procurement falls under NAICS code 336419 for Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing and PSC code 1410 for Guided Missiles. While specific dollar values are not disclosed in this pre-solicitation notice, the multi-year contract structure and comprehensive scope of engineering services suggest a substantial procurement supporting critical defense systems for both domestic and international customers.
