The purpose of this effort is to provide a follow-on effort to analytical engineering studies to provide a design to re-engineer the current Enhanced Fuel Quantity Indicator (EFQI) that is currently implemented on the HH-60 Pavehawk. Critical components of the EFQI are obsolete and due to changes in technology, they are no longer manufacturable, making the EFQI unsupportable. This effort addresses those concerns through the development of a Technical Data Package, containing the necessary design, engineering, manufacturing, testing, and quality assurance and a Prototype of a re-engineered EFQI. This program will focus specifically on the HH-60 EFQI.
This acquisition is sole source to Mercer Engineering Research Center (MERC) (CAGE 1WDH9). Reference Authority: 10 U.S.C. 2304(c)(3) as implemented by FAR 6.302-3, Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. Full and Open Competition need not be provided for when it is necessary to award the contract to a particular source in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or nonprofit institution or a federally funded research and development center. Performance Destination: Contractor's Facility. Period of Performance: 12 months ARO contract. Electronic procedures will be used for this solicitation; request a solicitation from http://www.fedbizopps.gov/. All responsible sources may submit a proposal, which shall be considered by the agency. Approximate solicitation date is 29 August 08.
