About this opportunity

Naval Sea Systems Command intends to award a sole-source contract to Stryten Energy LLC for engineering and root cause analysis support for Submarine Valve Regulated Lead Acid (SVRLA) batteries on all Navy submarines and Moored Training Ships, with responses due October 15, 2026. The award authority is 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2), based on proprietary design and the assertion that only Stryten supplies acceptable batteries; unacceptable delays and duplicative costs would result from alternative sources.

Naval Surface Warfare Center, Crane Division at Naval Weapons Station, Crane, Indiana is conducting market research to identify whether other companies can mitigate the sole-source justification. The Government seeks firms with capabilities and facilities to perform RCA on Stryten SVRLA batteries on other Government contracts with similar efforts. Responses must include company and product literature, a white paper not exceeding 15 pages, availability, budgetary cost estimate, lead time, and whether a demonstration unit can be provided. The Government also requests performance parameters, current availability statement, prior production and testing summaries, test reports, budgetary estimates of test articles and production units with quantity breaks, and evidence that sole-source procurement is not justified.

The Government is issuing this SS announcement as a part of market research in support of Submarine Valve Regulated Lead Acid Batteries (SVRLA). The Government is seeking information on engineering and technical RCA support for Stryten Energy LLC SVRLA batteries on all Navy submarines and Moored Training Ships.

Naval Surface Warfare Center, Crane Division located at Naval Weapons Station, Crane, IN intends to award a sole-source contract to Stryten Energy LLC, 5925 Cabot Pkwy, Alpharetta, GA 30005-2268, in accordance with Statutory Authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other type of supplies or services will satisfy agency requirements. Responses should include availability, budgetary cost estimate, and lead time of the solution, as well as whether a demonstration unit may be provided to expedite the decision-making process.
