About this opportunity

The Defense Logistics Agency Land and Maritime is soliciting bids for the procurement of 11 diesel engines with a Caterpillar part number 369-1547, each bundled with a reusable shipping and storage container as part of a Route Clearance Vehicle (Buffalo) Kit. This firm fixed-price supply contract requires contractors to complete a First Article Test (FAT) within an estimated 90 days, with the government allowing 30 days for approval or disapproval of the test report; however, waivers from the FAT requirement may be authorized under specific circumstances detailed in Section L of the solicitation. The solicitation was posted on January 13, 2026, with proposals due by February 13, 2026, and includes the potential use of a reverse auction as a pricing technique, for which contractors must register in the reverse auction system and complete online training to participate. Key evaluation criteria and detailed contract specifications are contained in the solicitation documents, including Standard Form 1449 and the First Article Test Waiver Request Worksheet.

This procurement carries no small business set-aside designation and involves the supply of diesel engine components manufactured by Caterpillar Inc., with the contract price for FAT included in the total amount for the primary line item (CLIN 0001AA). The performance location is Warren, Michigan, with delivery scheduled to DLA Distribution Red River in Texarkana, Texas, and delivery timelines ranging from 120 to 300 days after contract award. The solicitation encompasses both a production quantity of 11 units and an unexercised option quantity, allowing for potential contract expansion. Contractors must comply with packaging and marking requirements, provide supply chain traceability documentation, and meet specific quality assurance standards as outlined in the contract documents.
