About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a delivery order under an existing Basic Ordering Agreement to redesign the Engine Air Particle Separator (EAPS) Blowers and Inlet Guide Vanes (IGVs) for the V-22 Osprey aircraft used by the United States Navy and United States Marine Corps. The redesign effort aims to address a critical safety issue wherein the current EAPS and IGV components stall in flight envelope areas where stalling should not occur, posing operational risks to aircraft and aircrew. Contract deliverables will include engineering change proposals, manufacturing drawings, operating instructions and limits, maintenance instructions, rework and repair procedures, life limits, reliability and maintainability predictions, technical reports, specification change notices, and test reports. The procurement is classified under Aircraft Engine and Engine Parts Manufacturing (NAICS 336412) and Gas Turbines and Jet Engines, Aircraft, Prime Moving, and Components (PSC 2840). The pre-solicitation notice was posted on December 12, 2025, with a comment due date of December 27, 2025, though this notice explicitly states it is not a request for competitive proposals and no formal solicitation is currently available.
This opportunity is not designated as a set-aside and is being pursued on a sole source basis with Bell Boeing, the original designer, developer, and integrator of the V-22 Osprey engines. The award will be made under Title 10 U.S.C. Section 2304(c)(1), as implemented at FAR 6.302-1, based on the determination that only one responsible source exists or no other supplies or services will satisfy agency requirements. The period of performance for the task order is one year during Calendar Year 2026. While no specific contract value is disclosed in this pre-solicitation notice, the scope encompasses comprehensive non-recurring engineering efforts necessary to resolve the stalling issues and restore the EAPS and IGV components to their intended operational performance. Although Bell Boeing is identified as the sole source, the notice encourages responsible sources to submit responses, indicating that interested parties may still present arguments or capabilities for consideration.
Notice text
The Naval Air Systems Command (NAVAIR) intends to award a delivery order under Basic Ordering Agreement (BOA) (N0001918G0020) to Bell Boeing on a sole source basis for non-recurring engineering efforts. These efforts are required to redesign the current Engine Air Particle Separator (EAPS) Blowers and Inlet Guide Vanes (IGVs) (Left-Hand Engine: Inboard IGV and Blower; Right Hand Engine - Outboard IGV and Blower) on United States Navy (USN) and United States Marine Corps (USMC) V-22 Osprey aircraft. The redesign of the EAPS and IGV are intended to improve the functionality of the blower and improve performance to its intended state. Currently the EAPS and IGV stall in areas of the flight envelope where a stall should not occur, which poses a safety risk to aircraft and aircrew.
Contract deliverables will include engineering change proposals, manufacturing drawings, operating instructions and limits, maintenance instructions, rework/repair procedures, life limits, reliability and maintainability predictions, technical reports, specification change notices, and test reports.
