About this opportunity
The U.S. Trade and Development Agency (USTDA) is seeking desk study services to analyze energy sector and critical minerals opportunities in Sub-Saharan Africa through solicitation number 1131PL25RDS11055. USTDA intends to award up to three contracts to U.S. companies who will conduct up to ten preliminary evaluations of project proposals, twelve project reports with funding recommendations, and twelve concept note consultations. Contractors must assess project feasibility, develop Terms of Reference, recommend budget allocations, and produce a comprehensive Final Report documenting all reviewed projects, with approximately 75% of work focused on energy sector projects and 25% on critical minerals. The evaluation will be based on technical factors including technical approach and regional experience, past performance, and price, with non-price factors being significantly more important than cost. Proposals are due September 19, 2025, at 1:00 PM Arlington, VA time, and must be submitted in two volumes: a 10-page technical proposal and a separate pricing volume.
This procurement is designated as a 100% Small Business Set-Aside under NAICS Code 541690 with a size standard of $19 million in annual sales, and award is limited to U.S. firms or individuals. The contract has a 24-month period of performance and includes optional travel to Africa with reimbursable expenses for an estimated 1-2 trips per contractor. Each contractor must complete at least one Preliminary Evaluation and one Project Report, with USTDA reserving the right to determine which activities merit consideration for these deliverables. Contractor and subcontractor personnel must be U.S. citizens or lawfully admitted permanent residents, with subcontractor use limited to less than 50% of the proposed price. The work will be performed primarily at the contractor's facility, though the place of performance is listed as Rosslyn, VA 22209, and no specific contract values or budget ranges are disclosed in the solicitation materials.
