About this opportunity

The U.S. Department of Energy's Industrial Technologies Office is procuring Subject Matter Expert (SME) services to provide Industrial Energy Efficiency Technical Assistance (IEETA) to energy-intensive industrial plants across six sectors: Chemicals (including refining), Pulp and Paper, Food & Beverages, Iron & Steel, Non-Ferrous Metals, and Non-metallic Minerals. The primary objectives are to identify and implement opportunities for energy efficiency improvements, water efficiency, and waste reduction while helping manufacturers optimize their industrial utility and process systems. Qualified SMEs must complete three mandatory tasks in calendar year 2026: participate in a web-based training session (up to 4 manhours), conduct up to 5 energy assessments at EII plants, and provide Subject Matter Expert Assistance in technical analysis, feasibility studies, technology training, and business case development. Proposals will be evaluated on three equally weighted criteria: Relevant Technical Experience, Relevant Energy Assessment Performance Experience (with at least three examples from the past three years), and Relevant Subject Matter Expert Technical Assistance Experience (with at least three implementation examples). The proposal deadline is February 28, 2026, with submissions requiring both a Technical Proposal (maximum 10 pages including resume) and a Business Management Proposal (maximum 5 pages with billing rates and 2026 availability).

No set-aside designations apply to this procurement, and no incumbent contractor information has been disclosed. While specific award values are not stated in the solicitation notice, the contract will reimburse travel and reimbursable expenses but will not cover equipment costs. SMEs must submit separate invoices for the training component (4 manhours within 14 days), energy assessment work (with pre-assessment preparation up to 10 manhours and onsite work up to 10 manhours daily for 3-4 days), and Subject Matter Expert Assistance activities with no minimum or maximum effort limits. The place of performance is Oak Ridge, Tennessee 37830, though SMEs will conduct most work at various EII plant locations nationwide. Contract performance is limited to calendar year 2026, with assessment report deliverables due within 30 working days for draft reports and 60 working days for final reports.

Energy Intensive Industries (EII) Initiative Subject Matter Experts for Industrial Energy Efficiency Technical Assistance (IEETA)

The U.S. Department of Energy's (DOE) Industrial Technologies Office (ITO) is conducting an effort to help Energy Intensive Industries (EII)  - Chemicals (including refining), Pulp and Paper, Food & Beverages, Iron & Steel, Non-Ferrous metals and Non-metallic minerals. These EII sectors offer significant potential to save energy and reduce operating cost. ITO would like to identify opportunities in areas such as energy efficiency, process / utility integration, water efficiency waste reduction and provide technical assistance to EII plants.

The Industrial Energy Efficiency Technical Assistance (IEETA) has been designed to identify opportunities that will lead to implemented projects for reductions in site energy use, water use, and waste. DOE employed Subject Matter Experts (SME) are needed to perform the IEETA. The SMEs are experts in industrial utility and process systems and have been selected by DOE due to their vast knowledge and experience in working with manufacturers to optimize these industrial utility and process systems.
