About this opportunity
The Department of the Interior's Interior Business Center, in partnership with the Intelligence Advanced Research Projects Activity (IARPA), has issued Broad Agency Announcement DOI-BAA-ENDGEN-FY25-02 for the Endless Generative Waveforms (End-Gen) research program. This solicitation seeks to procure research and development services to develop novel methods for generating arbitrary waveforms that will enable the intelligence community and broader U.S. government to create wireless information exchange protocols more efficiently and cost-effectively than traditional human development cycles. The program encompasses two technical areas: TA-1 In Situ Discovery, where generative frameworks loaded onto smart radios generate waveforms through adaptive training within target environments, and TA-2 Ex Situ Conservation, where foundational generative frameworks create waveforms based on environmental and mission prompts for placement onto smart radios. Offerors must submit comprehensive proposals addressing all three phases of the 42-month program for one technical area, and proposals will be evaluated on technical merit, work plan effectiveness, relevance to IARPA's mission, team expertise, and resource realism. Questions regarding administrative, technical, or contractual issues must be submitted by August 22, 2025, at 3:00 PM EST, with proposal submissions due September 29, 2025, at 3:00 PM EST.
This opportunity has no set-aside designation and does not identify any incumbent contractors or potential award values in the available documentation. The program consists of three distinct phases spanning 42 months total: Phase 1 lasting 12 months, Phase 2 extending 18 months, and Phase 3 running 12 months, with an anticipated program start date of March 1, 2026. Multiple cost-reimbursement contract awards are expected, with deliverables including monthly code drops, quarterly major code revisions, self-test leaderboard submissions, and participation in technical exchange meetings and workshops. The contracting officers for this opportunity are Kevin Woody and Will Galvin, and proposals must be submitted through the IARPA IDEAS portal. The work falls under NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences, with performance location details not specified in the available documentation.

Description for SAM.gov posting
Classification code: A- Research & Development
NAICS code: 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)
Synopsis:
This notice constitutes the official issuance of Broad Agency Announcement (BAA) DOI-BAA-ENDGEN-FY25-02, and sets forth research for Endless Generative Waveforms (End-Gen)
ENDGEN Program Summary: End-Gen proposes a program seeking to develop novel methods of arbitrary generative waveforms, enabling the intelligence community, and wider USG, to more easily and cheaply create wireless information exchange protocols without costly, delayed human development cycles. This will be accomplished across two developmental technical areas (TA):
TA-1 In Situ Discovery: End-Gen generative frameworks, loaded onto smart radios are placed within the desired environment, given human mission objectives, and generate waveforms through an adaptive training method.
TA-2 Ex Situ Conservation: End-Gen foundational generative frameworks, prompted to create waveforms suitable for the desired environment and human objectives, create outputs which are placed onto smart radios.
Offerors are required to submit a proposal that addresses all three phases of the program for one of the TAs per proposal.
The contracting activity is Department of Interior, Interior Business Center, Acquisition Services Directorate
The Contracting Officers: Kevin Woody & Will Galvin
