About this opportunity

The Federal Housing Finance Agency issued a sole-source justification notice on October 20, 2026, for continued access to the Washington Metro Area Transit Authority SmartBenefits Commuter Benefits system, with capability statements due by 11:00 AM EST on October 26, 2026. The procurement is authorized under FAR RFO 12.102(b) and represents a follow-on award to WMATA as the only responsible source. The five-year period of performance consists of a base year plus four optional years, with an estimated contract value of $2.25 million on a firm fixed-price basis. WMATA's SmartBenefits platform is the sole fee-free system enabling FHFA to independently manage funded values across individual SmartTrip cards for eligible employees, supporting access to Metrorail, Metrobus, regional commuter buses, and local commuter trains. Market research confirmed WMATA's unique position as the only vendor capable of providing seamless transition between multiple transportation modes across multiple jurisdictions with independent budget management. Interested sources must submit detailed capability statements demonstrating technical ability to fulfill the requirement via email to the Contracting Officer. The Government will consider all expressions of interest solely to determine whether to conduct a competitive procurement; the Government retains sole discretion to decide whether to compete the contract based on responses received. The applicable NAICS code is 485111 (Mixed Mode Transit Systems) with a $29.0 million size standard.
