About this opportunity

The Drug Enforcement Administration (DEA), a component of the Department of Justice, has published a Special Notice regarding an emergency response contract for illicit hazardous environment (IHE) cleanup in Waco, Texas. The DEA intends to award a sole source purchase order to Heritage Environmental Services for emergency hazardous waste response services. This acquisition will be conducted under FAR Part 13 Simplified Acquisition Procedures, and the relevant industry classification is NAICS Code 562211 for hazardous waste treatment and disposal. The contracting approach indicates a noncompetitive award, though the notice provides an opportunity for interested vendors to demonstrate their capabilities. The DEA will make the justification for the sole source award publicly available within 14 days following the award decision.

Vendors interested in this opportunity must submit a capability statement by November 3, 2025, at 10:00 am Eastern Time to demonstrate their ability to meet the Government's emergency hazardous waste response requirements. The acquisition will be issued as a firm-fixed price purchase order, and interested parties should submit their capability statements electronically to alycia.k.stevenson@dea.gov. This notice is exploratory in nature and does not constitute a formal request for competitive offers or quotations, nor is an RFQ available. The Government reserves the sole discretion to determine whether to open the requirement to competition based on responses received. While Heritage Environmental Services is identified as the intended recipient, the Government's final decision to award noncompetitively remains discretionary based on the evaluation of any submitted capability statements.
