The US Army Contracting Command, Ft Dix, New Jersey intends to negotiate on a sole source basis with The Nashoba Valley Regional Dispatch Center, CAGE TBD, as the only responsible source that can provide emergency dispatch service to the Department of the Army Police Department at W1DC04 Defense Reserve Forces Training Area (DRFTA) Mass located at 47 Quebec Street, Fort Devens MA 01434, under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Specifically, the contractor shall provide all management, supervision, personnel, quality controls, equipment, tools, materials, supplies, transportation, and employee training, to operate the Emergency Call Dispatch Center for Ft. Devens, MA. Services include, but are not limited to all emergency 911 services, to include monitoring all incoming 911 phone calls from the installation, dispatch patrol cars to the recorded address of these calls and dispatch ambulance and fire service to these calls if needed. Dispatch service will also inform police department by radio of all active fire and burglar alarms that are received from the addresses located on the installation property. The dispatch service will also provide any information needed on vehicle registrations whether the vehicle has an active or inactive registration with the state of origin as well as verification of individual drivers license status, in accordance with the Performance Work Statement (PWS), for a period fo three years (Base and two (2) option years). The intended procurement will be classified under North American Industry Classification System (NAICS) 561421 with a Small Business Size Standard of $14.0 M. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same service. All capability statements received within 7 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Robert Knight at robert.i.knight.civ@mail.mil . Statements are due by 1100 EST, 1 Nov 2013.
