This is a Solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation; proposals are being requested and a written Solicitation is included in this posting. The solicitation number is VA263-16-R-0352 and is issued as a request for proposal (RFP). This requirement is set aside for Service Disabled, Veteran Owned Small Business (SDVOSB).
The associated North American Industrial Classification System (NAICS) code for this procurement is 621111, "Offices of Physicians (except Mental Health Specialists)," with a size standard of $11.0 million.
To be considered for award of a Government contract, the offeror must be currently registered in System for Award Management (SAM) at www.sam.gov. Offerors are encouraged to go to the SAM database www.sam.gov and start the registration process as soon as possible to avoid possible delays should the contractor be selected as a prospective awardee.
The Department of Veterans Affairs, Network Contracting Office 23 is soliciting proposals for a Firm Fixed-Price (FFP) contract to an offeror capable of providing 1.5 Full-Time Equivalent (FTE) Board Certified/Board Eligible Emergency Department Physician services on site at the Fargo VA Health Care System (FVAHCS), 2101 Elm ST N, Fargo, ND 58102. The anticipated period of performance will be from January 1, 2017 (or date of award) through December 31, 2017 for the Base Year, with four (4), one year option renewal periods. Option periods are exercised at the sole discretion of the Government.
The date for receipt of offers in no later than July 6, 2016, 1:30 p.m. Central Standard Time.

Added: May 19, 2016 9:14 am This is a PRE-SOLICITATION NOTICE - The Fargo VA Health Care System (FVAHCS) requires on-site 1.5 Full Time Equivalent (FTE) Board Certified/Board Eligible Emergency Department Physician services for beneficiaries of the FVAHCS. The NAICS code assigned to this procurement will be 62111 "Offices of Physicians (except Mental Health Specialists)," with a size standard of $11.0 million. It is anticipated that the solicitation number will be VA263-16-R-0352. The solicitation is set aside for Service Disabled Veteran Owned Small Business (SDVOSB). Offerors will be evaluated on Technical Capability, Past Performance, and Price. Procurement is being made in accordance with FAR Parts 12 Commercial Item and 15 Negotiated Contracts. The solicitation will contain requirements for a 12-month base year with four (4) 12-month options to renew. The solicitation is scheduled to be issued on or about June 2, 2016 and will be issued via FedBizOpps Electronic Posting System at http://www.fedbizopps.gov. Once the solicitation has been posted, questions regarding this solicitation must be in writing and may be sent via email to: scott.hendrix@va.gov. Proposals must be submitted in writing to the issuing office, be in accordance with the preparation instructions outlined in the solicitation, and be timely.
