About this opportunity
The 502d Contracting Squadron of the Department of the Air Force Air Education and Training Command has issued a Special Notice soliciting market research information for an urgent FY26 procurement requirement. The notice seeks vendor information regarding the provision of 1,500 units of the Emergency Care Textbook + Workbook + APP, 14th Edition (ISBN 9780136994015). This is classified as a Request for Information (RFI) rather than a formal Invitation for Bid or Request for Quote, and responses do not constitute a binding commitment from the government. The RFI is designated as a Total Small Business set-aside, limiting participation to qualified small business entities. Interested vendors must submit their responses by 1:00 pm CST on January 28, 2026, to the specified contracting personnel.
The primary objective of this procurement is to support the Army's Combat Medic Specialist Training Program at JBSA-Fort Sam Houston, which requires these textbook packages to fulfill mandatory EMT National Standards Certification training requirements for students. All 1,500 bundles must be delivered no later than February 8, 2026, to DHA J-7 Logistics at the specified San Antonio location, with inspection and acceptance to be processed through Wide Area Workflow (WAWF). Responses should be directed to Contracting Specialist Dionne Harris at dionne.harris@us.af.mil and/or Contracting Officer Umar Thomas at umar.thomas.1@us.af.mil. This opportunity is restricted to small business contractors, and vendors should note that submission of RFI responses will not result in government reimbursement of any associated costs. The textbook package includes comprehensive emergency care content, real-world case studies, critical thinking applications, and supplemental NREMT review materials through the mobile app.
