The U.S. Environmental Protection Agency (EPA) Region 4, Atlanta, GA has a requirement for Emergency and Rapid Response Services (ERRS). The purpose of the ERRS contract is to conduct emergency responses, time-critical and non time-critical removals and remedial actions with respect to the release or threat of release of oil, hazardous and toxic wastes, petroleum products, hazardous substances, or pollutants, contaminants or fire or explosion hazards, that pose an actual or potential threat to human health or welfare, or the environment. This procurement will also include the cleanup for incidents involving weapons of mass destruction, acts of terrorism, and nuclear, biological and chemical incidents. The contract will cover the eight states within Region 4 (Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee).
The contract will have a three (3) year base period with one (1) two (2) year option period for a total period of performance of 60 months. There is the potential for three (3) Indefinite Delivery/Indefinite Quantity, Time and Materials contracts to be awarded under this solicitation which is a Total Small Business Set-aside; however, the EPA reserves the right to award only one (1) contract under this solicitation. The North American Industry Classification System (NAICS) Code for this procurement is 562910, Environmental Remediation Services, with a Small Business Size Standard of 500 employees. Potential offerors are advised that current Region 4 Superfund Technical Assessment and Response Team (START) contractors or START team subcontractors will not be eligible for an ERRS contract award within the Region due to organizational conflict of interest concerns. The Request for Proposal, which will replace SOL-R4-13-00008, for this ERRS procurement will follow this synops is 15 calendar days from the date of this posting.
