The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, intends to issue a purchase order on a sole source basis to Mountain Optech, Inc., dba Mountain Secure Systems, 1350 Kansas Ave., Longmont, CO 80501-6546, for the procurement of Hard Drive, Rugged, Sealed, Removable, STRS-146000 HD/CW/SP1 - Embedded Acoustic Data Recorder (EADR), Part Number (P/N) 5063.00, required to maintain sonobuoy recorded acoustic audio signals in the Display and Control Units supporting the Taiwan Air Force (TAF) P-3C platform.  This procurement for the manufacture, delivery and assembly of a quantity of twenty (20) units, EADR, P/N 5063.00, Hard Drive, Rugged, Sealed, Removable, STRS-146000 HD/CW/SP1, is in support of the TAF P-3C. 

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b).  The Government does not own current data drawings or other specifications to permit full and open competition.  Mountain Secure Systems is the Original Equipment Manufacturer of the EADR and owns all proprietary rights to the design schematics, engineering and test data.  Mountain Secure Systems is the only company found capable of meeting the requirements for the P-3C Aircraft. 

THIS IS NOT A REQUEST FOR QUOTE.  All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.  No purchase order will be awarded on the basis of offers received in response to this notice.  All inquiries and concerns must be addressed to the Contract Specialist, Cheryl Abele, at cheryl.a.abele@navy.mil.  A determination not to compete this requirement is within the discretion of the Government.  Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
