About this opportunity
Naval Air Systems Command (NAVAIR) at NAS Patuxent River, Maryland, intends to negotiate and award a sole-source order to General Atomics, San Diego, California, under existing Basic Ordering Agreement N00019-26-G-1008 for implementation of multiple Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG) Engineering Change Proposals (ECPs), including kit production and shipset delivery for CVN-78 and CVN-79, with a response deadline of November 4, 2026. This is a sole-source procurement under Title 10, U.S.C. 3204(a)(1) and FAR 6.103-1; NAVAIR states that General Atomics is the only responsible source with the technical expertise, technical data, and in-depth knowledge to fulfill EMALS/AAG production requirements, as the sole designer, developer, and manufacturer of these systems. Award to another source would result in unacceptable delays. NAVAIR lacks an adequate technical data package and sufficient license rights to support competitive procurement. Work encompasses all necessary tasks to procure, test, and integrate EMALS and AAG components for installation on CVN-78 and CVN-79. Firms interested in subcontracting opportunities should contact Zach Baur, General Atomics Small Business Liaison, at Zachary.Baur@ga.com or 619-715-7890.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. 3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. As the sole designer, developer, and manufacturer of EMALS and AAG, GA is the only responsible source with the technical expertise, technical data, and in-depth knowledge to fulfill the EMALS/AAG production requirements. Further, NAVAIR does not have an adequate technical data package nor sufficient license rights to the technical data to support a competitive procurement.
Companies interested in subcontracting opportunities should directly contact Zach Baur, Small Business Liaison for General Atomics via e-mail: Zachary.Baur@ga.com, or Phone: 619-715-7890.
