About this opportunity

The Environmental Protection Agency (EPA) intends to award a firm-fixed price purchase order to Elsevier Inc. for Reaxys Online Subscription Services to support up to 20 EPA employees. The sole source procurement will be conducted through Simplified Acquisition Procedures under Federal Acquisition Regulation Part 13, specifically for the Office of Pollution Prevention and Toxics' Industrial Chemistry Branch. This acquisition is critical for chemists who review submissions under the Toxic Substances Control Act (TSCA) New and Existing Chemicals programs, requiring access to specialized chemical literature and data sources. Interested parties have fifteen calendar days from the publication date to submit responses demonstrating why competitive procurement would be advantageous to the government. Responses must be submitted via email to Lori Garza (Garza.lori@epa.gov) or through FedConnect, with a specific subject line indicating "Notice of Intent Submission: Requisition PR-OCSPP-25-00035".

The procurement is not set aside for any specific category of business and has a maximum value under the simplified acquisition threshold of $250,000. Elsevier Inc. is currently the sole identified source for this subscription service, with their Reaxys tool being uniquely positioned to provide the specialized chemical information required by EPA chemists. The contract will cover online subscription services for chemical research and review purposes, specifically supporting the review of chemical submissions. The procurement is classified under NAICS category 519290 (Web Search Portals and All Other Information Services) and PSC category R425 (Support-Professional: Engineering/Technical). The government retains full discretion in determining whether to proceed with a competitive or sole source procurement and will not reimburse any costs associated with responding to this notice.

Notice text

This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.

The Environmental Protection Agency (EPA) intends to award a firm-fixed price purchase order on a sole source basis to the Elsevier Inc., 230 Park Avenue FL 8, New York 10169 for Elsevier Reaxys Online Subscription Services for up to 20 EPA employees.

This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold of $250,000.00.

The sole source nature of this requirement is based on the determination that Elsevier Inc is the only known organization able to satisfy the Government’s requirements. The EPA Office of Pollution Prevention and Toxics’ Industrial Chemistry Branch (ICB) reviews the chemistry of submissions provided under Toxic Substances Control Act (TSCA) New and Existing Chemicals programs. The reviews rely heavily on published data and literature not provided by the regulatory submitter. ICB chemists rely on the Beilstein and other sources available through the Reaxys tool in their review of TSCA submissions.

Interested parties may identify their interests and capability to respond to this requirement within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice.

Questions or comments to this Notice of Intent should be directed to Lori Garza, Contract Specialist at Garza.lori@epa.gov. Responses may be emailed or sent via FedConnect. Telephone responses will not be honored.
