About this opportunity

The Department of the Interior National Park Service Midwest Region has published a Special Notice announcing its intent to award a sole-source firm fixed-price purchase order to Elevator Service of St. Louis, LLC for urgent elevator repair services at Brown v. Board of Education National Historical Park in Topeka, Kansas. This is a Notice of Intent regarding a simplified acquisition conducted under FAR Part 13 for building equipment contracting services classified under NAICS 238290 with a $22 million size standard. The solicitation is being conducted as a single-source procurement, meaning the contracting officer has determined that only one source is reasonably available to meet the agency's specific requirements. The issuing agency is the Department of the Interior National Park Service Midwest Region, with James Bissaillon serving as the Contract Specialist for inquiries.

The primary objective of this Special Notice is to inform the public of the government's intent to execute a sole-source contract while providing an opportunity for responsible sources to submit capability statements demonstrating why competition would be advantageous to the government. Responses must be submitted by April 27, 2026, and must include clear and convincing evidence that competitive procurement would benefit the agency. While this notice is not a request for competitive quotes, any responsible contractor may submit documentation for consideration; however, all participation is voluntary and the government retains sole discretion in determining whether to proceed with competitive procurement based on responses received. Contractors interested in challenging the sole-source determination or submitting capabilities information should direct inquiries to the Contract Specialist at james_bissaillon@ios.doi.gov.
