About this opportunity
The U.S. Army Corps of Engineers, Louisville District, intends to award a sole-source, firm-fixed-price contract for complete modernization of the elevator in the control tower at Taylorsville Lake, Taylorsville, Kentucky, with a notice-to-proceed due date of June 25, 2026. Competition is not anticipated; the government invokes FAR 6.103-1 authority on the basis that only one responsible source is available to meet agency needs.
The sole-source contractor installed the original elevator and possesses exclusive, specialized knowledge of its unique configuration and direct access to now-obsolete legacy components. Previous competitive award attempts failed when the 2025 awardee terminated for convenience after determining they could not perform the work, creating significant project delays. The government asserts that any other contractor would require substantial redesign, compromise safety, and result in unacceptable further delays and increased costs.
Scope includes furnishing all personnel, labor, equipment, supplies, and materials necessary to replace and upgrade critical electrical and mechanical components, including the controller, hoist machine motor, governor, and all related parts. Period of performance is 365 days from notice to proceed. NAICS 238290 (Other Building Equipment Contractors); PSC Z2AZ (Repair or Alteration of Other Administrative Facilities and Service Buildings).
