About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure commercial off-the-shelf (COTS) spare parts for the P8 aircraft through a competitive solicitation. The procurement will be conducted using a lowest price technically acceptable (LPTA) method, with quotes to be submitted via email by 4:30 PM Eastern Time on March 17, 2025. Offerors must be the Original Equipment Manufacturer (OEM), aircraft prime, or suppliers with Federal Aviation Administration (FAA) Certified Parts possessing an FAA Authorized Release Certificate. The evaluation will focus on a non-price past performance factor, which will be rated as either acceptable or unacceptable, with an unacceptable rating resulting in removal from competition. Quotes must conform to the specified submission requirements in Section L of the solicitation.
This solicitation does not have a specific set-aside designation and is open to eligible and responsible offerors. The procurement is categorized under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a Product Service Code (PSC) of 6615 for Automatic Pilot Mechanisms and Airborne Gyro Components. While specific award value or quantity details are not explicitly stated, the government intends to make a single award to the offeror presenting the best value. The procurement allows for early and incremental deliveries, and all contractual documents will be considered "issued" when deposited in mail, transmitted by facsimile, or sent through electronic commerce methods like email. Contractor proposals that are accepted will constitute a bilateral agreement for document issuance.
