About this opportunity
The Department of the Air Force, Materiel Command Air Force Sustainment Center, intends to solicit a five-year IDIQ for portable electrostatic paint cart systems and standalone electrostatic spray guns, with responses due November 4, 2026. The notice imposes a Graco brand-name-only restriction on genuine Graco components and integrated assemblies, and the Set Aside line reads "No Set-Aside Used." The description states full and open competition, but the attached justification summary describes the restriction as an other-than-full-and-open rationale limited to Graco Pro Xp85 (Model H85T10) guns and President 30:1 pump configurations.
CLIN 0001 covers fully integrated mobile cart assemblies and CLIN 0002 covers standalone spray guns. Ordering is capped at 24 complete carts and 24 standalone spray guns per ordering period, with a minimum order of twelve CLIN 0001 items. The contract is contemplated as firm fixed price, with five one-year ordering periods. The attached summary places the requirement at Tinker Air Force Base, Oklahoma, and ties it to six active aircraft paint docks using 3,000 psi Graco pressure pot systems for the 76 Aircraft Maintenance Group (AMXG). The notice cites NAICS 333912 with a 1,000-employee size standard and PSC 4940. SAM registration is required for award, and foreign participation is not permitted. The attachment redacts the estimated price, so the notice states no dollar value.
Market research included an RFI to fourteen GSA schedule holders that drew zero responses, direct outreach to fourteen vendors that yielded one viable response from Americore Systems, and identification of seven small business vendors. The attachment names M.N. Gumbert Corp/SurfacePrep as the previous spray gun contractor. The government plans to continue market research and publicize the acquisition. Sheridan Robison is the Contracting Officer for questions.
