About this opportunity
The Department of the Navy, through the Office of Naval Research, is seeking innovative solutions to overcome technical challenges in Electronic Warfare (EW) and Radio Frequency (RF) Surveillance. The Broad Agency Announcement (BAA) Call focuses on seven key technical areas, including signal processing algorithms for radar, EW techniques against modern emitters, generative AI for complex simulations, repairing signals after frequency-selective limiters, counter-EO/IR concepts, a dynamic architecture for rapid capability insertion, and truly innovative EW/ISR applications. Offerors are invited to submit white papers by September 26, 2024 and full proposals by December 20, 2024. The Government will review the white papers and invite selected offerors to provide oral presentations in November 2024. Awards are anticipated around April 2025, with a planned allocation of $10-15M per year for these efforts over a 1-3 year period of performance.
This BAA Call is open to all responsible sources, including small businesses, with a focus on modular and composable architectures. There is no set-aside designation. The place of performance is in Arlington, VA. The NAICS code is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and the PSC code is AC13 - National Defense R&D Services; Department Of Defense - Military; Experimental Development.
Notice text
To fully enable spectrum superiority, naval forces (including the Marine Corps and Navy) must be
able to control the Electromagnetic Spectrum (EMS) by exploiting, deceiving, or denying enemy
use of the spectrum while ensuring persistent naval ISR capabilities. The advance of adversary
intelligence, surveillance, and reconnaissance (ISR) and EW capabilities across the full EMS (DC
to daylight), and the proliferation of inexpensive, efficient processors, and transceivers has
eroded our advantages, created a contested and congested operational environment, and
degraded our naval ISR capabilities. This EW and Surveillance D&I BAA Call seeks innovative
solutions to overcome these technical challenges.
