About this opportunity
The Department of Homeland Security US Coast Guard seeks eight units of an electronic valve (part number 121FS2917, NSN 4810-14-539-4604) manufactured by Lucifer SA, with quotations due May 11, 2026. The procurement is anticipated to be awarded on a sole-source basis to Airbus Helicopters, Inc., though all responsible sources may submit quotations.
Place of performance is the United States, with delivery F.O.B. Destination to USCG Aviation Logistics Center, Elizabeth City, North Carolina. Requested delivery is January 13, 2027. All parts must demonstrate clear traceability to the Original Equipment Manufacturer and must be approved in accordance with Federal Aviation Administration guidelines to ensure aircrew safety. The Coast Guard justifies sole-source procurement under FAR 12.102(a) on the basis that these highly specialized parts are technically data-restricted and available only through the OEM; procurement from any other source would compromise aircraft and crew safety.
Technical acceptability is evaluated based on the offeror's ability to provide new manufactured commercial items from the OEM or OEM-approved sources with exact part numbers as specified. Quotations must include unit prices and remain firm for 60 calendar days from receipt. All items require Certificates of Conformance signed by authorized manufacturing sources. Payment is electronic via FAR 52.232-33, with invoices submitted to ALC-Fiscal@uscg.mil five days after shipment. The NAICS code is 336413, with small business size standard of 1,250 employees. Award is determined by fair and reasonable pricing rather than competitive evaluation.

Traceability means a clear, complete, documented, and auditable paper trail which traces each step from an OEM approved source.
