Added: Dec 09, 2009 1:59 pm The Electronic Return Preparation and Transmission Software and Support (ETSA) contract has been awarded to Universal Tax Systems, Inc. and will provide electronic tax preparation and transmission software and software support in support of the IRS' tax assistance programs that include Tax Counseling for the Elderly (TCE), Volunteer Income Tax Assistance (VITA), IRS Employees (Employee e-file), and Taxpayer Assistance Centers (TAC).

Added: May 12, 2009 1:13 pm The Internal Revenue Service (IRS) has a requirement for electronic tax preparation and transmission software and support. This software will support the IRS organizations tax assistance programs that include Tax Counseling for the Elderly (TCE), Volunteer Income Tax Assistance (VITA), IRS Employees (Employee e-file), and Taxpayer Assistance Centers (TAC).



The IRS requires both desktop and web-based Commercial Off-the-shelf (COTS) electronic tax preparation and transmission software and support, compliant with IRS electronic e-file and security requirements. Both the desktop and web-based software will be used by the IRS tax assistance programs listed above, to provide free electronic federal and state tax return preparation and transmission for taxpayers. The software is expected to be used by tax professionals and non-tax professionals, who are IRS partners, volunteers, and employees.



This acquisition will be conducted as a full and open competition. The anticipated contract will consist of one base year with four one-year optional renewal periods of performance. All responsible vendors may submit a proposal, which will be considered by the agency. The required services have been determined to meet the definition of commercial items in accordance with Part 2.101 of the Federal Acquisition Regulation (FAR). The North American Industry Classification System (NAICS) code for this solicitation is 511210, Software Publishers. The solicitation document will be posted at http://www.irs.gov/opportunities/procurement/index.html within 15 days of this synopsis. The solicitation number is TIRNO-09-R-00021.
