About this opportunity
The Internal Revenue Service is seeking a contractor to provide electronic tax preparation software and support services for its Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs. The software must be commercial off-the-shelf (COTS) tax preparation technology that enables volunteer tax preparers to accurately complete federal, state, and local tax returns and securely transmit them to the IRS and state agencies. Key requirements include providing three versions of software (professional web-based, professional desktop, and self-preparer web-based), maintaining 99% weekly uptime availability, offering comprehensive help desk support, training for up to 96,000 volunteers, and ensuring full compliance with IRS regulatory, security, and privacy standards. The software must support approximately 12,000 volunteer sites nationwide and accommodate preparers with varying experience levels, from tax professionals to non-professionals and self-preparers. The pre-solicitation notice was posted on January 12, 2026, with a deadline for questions due January 23, 2026, and formal solicitation documents expected to follow.
This procurement involves no set-aside designations, and no incumbent contractor information is identified in the pre-solicitation notice. The contract is structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) award with a base period from June 1, 2026 to May 31, 2027, followed by four consecutive 12-month option periods extending through May 31, 2031. The contractor must provide perpetual licenses with a guaranteed order of 8,500 software licenses during the base period and each option year, with annual licenses valid from November to November. The estimated annual volume includes processing approximately 3.6 million federal tax returns and 2.7 million state tax returns across the 12,000 volunteer sites. Specific budget ranges or award values are not disclosed in the pre-solicitation notice, though the scope and scale suggest a substantial contract given the licensing requirements and extensive support services.
