About this opportunity

The U.S. Army Corps of Engineers, Huntsville Center, has approved a capacity increase to the Electronic Security Systems VII Multiple Award Task Order Contract from $675 million to $1,125,513,013, modifying the contracts of 23 existing vendors on a sole-source basis.

The justification cites 10 U.S.C. Section 3204(a)(1), only one responsible source available. The capacity increase responds to unanticipated surge in customer demand and accelerated inflation exceeding pre-pandemic pricing projections. Fiscal Year 2026 and 2027 known requirements total $492.5 million, which exhausts the remaining capacity of $41,986,987 by the fourth quarter of FY26. The Government conducted market research via Notice of Intent on March 27, 2025, receiving three responses but determining no additional contractors could be on-ramped without unacceptable delays and cost duplication. The ESS VII MATOC provides comprehensive electronic security system services including design, installation, operation, and maintenance of access control systems, closed-circuit television systems, intrusion detection systems, video surveillance systems, and data transmission media. Place of performance includes facilities throughout the Continental United States and Outside Continental United States locations for Department of War agencies including the Defense Health Agency, Defense Intelligence Agency, U.S. Air Force, and U.S. Navy. The current ordering period runs through September 25, 2027, with options extending to March 2030. The follow-on ESS VIII competitive MATOC is projected for award October 27, 2027. Task orders are competed under FAR 16.505(b) with an average of 3–5 proposals per requirement.
