About this opportunity

The U.S. Department of Veterans Affairs Technology Acquisition Center is seeking comprehensive program management and technical support for its Electronic Health Record Modernization (EHRM) Integration Office through a systems integration contractor. This pre-solicitation notice requests industry feedback on a draft Performance Work Statement for services including contractor project management planning, program management support, functional support, implementation support, and optional exit strategy and end-of-life planning. The contractor will facilitate the VA's transition from the current VistA electronic health record system to Oracle Health's commercial EHR platform, serving as a bridge between the EHRM Integration Office, stakeholders, and vendors to address technological and business process gaps. The procurement falls under NAICS code 541512 for Computer Systems Design Services, and interested parties must submit written feedback or questions regarding the draft PWS via email to the specified contracting officers. The deadline for responses is August 5, 2025, at noon Eastern Time, and this is strictly a market research effort with no current solicitation issued.

The set-aside strategy for this procurement has not yet been determined, as acquisition planning remains incomplete and the draft PWS is subject to changes before any formal Request for Proposal is released. No incumbent contractors or potential award values are specified in the current documentation. The VA has established an accelerated implementation timeline mandating complete migration from VistA to the Oracle Health EHR system by the end of calendar year 2031, providing approximately six years for the full transition. The systems integrator will be expected to support this compressed timeline through discovery and analysis, solution design, implementation strategies, testing, deployment support, and comprehensive program integration activities. Responses to the RFI are limited to 15 pages with specific formatting requirements, and the government emphasizes that companies should focus solely on providing constructive feedback rather than marketing their capabilities or proposing alternative approaches.
