This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.
Naval Surface Warfare Center (NSWC) Crane Division has a requirement for a non-commercial, competitive procurement for various build-to-print machine shop requirements to support a wide variety of military projects including but not limited to the Counter Radio Controlled Improvised Explosive Device Electronic Warfare (CREW) program. The government anticipates awarding multiple 5-year IDIQ type contracts with an option for 5 additional years to multiple vendors in accordance with FAR 16.5. The contract will have a minimum of $10,000. The maximum amount to be awarded across all contracts will be $25,000,000 over the 10-year contract period. Two sample parts will be solicited in the initial solicitation and utilized to determine who will receive award of the basic contracts. The award decision will be based on technical go/no go, past performance, and price with past performance being more important than price. Technical go/no go will be evaluated on the contractors ability to propose on both samples required by the solicitation. Past performance will be evaluated on the contractor's ability to demonstrate past experience on similar requirements. Delivery requirements will be in accordance with the delivery terms outlined in each individual delivery order. Delivery will be FOB Destination, NSWC-CRANE, Crane, IN 47522-5000. Inspection and acceptance will be at destination. Note: This is a 100% Small Business Set Aside.
Explicit access of drawings for the samples included in the solicitation will be available at FedBizOpps. Note: Access to drawings requires contractors to be active in the Central Contractor Registration (CCR) and the Joint Certificate Program (JCP).
It is anticipated that the contractor will require access to classified information to perform under this contract. As such, DD254 documentation will be executed prior to the award of this contract to ensure access to the required classified data.
All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and NECO for amendments that may be issued to this synopsis. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. "No hard copies of the solicitation will be mailed". The POC is Mr. Jamie Cummings, Code CXMSVE, at telephone (812)854-6695, Fax (812)854-3805 or e-mail: jamie.cummings@navy.mil.
