This modification is to make a correction to the subject solicitation synopsis. The original synopsis stated, "Items made outside the United States will not be accepted." In fact, for this requirement, items made outside the United States will be accepted.

This requirement is being solicited on a Small Business Set-Aside basis. Items made outside the United States will not be accepted. No substitutions for the specific part (make/model) will be accepted unless the part(s) listed in Attachment A are obsolete and no longer available. The Offerors are required to provide the Government with Certificates of Authenticity / Compliance / Comformance and Traceability for all items that are awarded to them. The Certificates must be issued by the Original Manufacturer (OEM) or by the Certified / Qualified Independent Testing Facilities that parts have been tested to adequately assure parts are brand new, original, and meet specifications. For obsolete parts: Parts delivered to the Government shall be purchased from the OEM's authorized distributors, vendors, or parts can be remanufactured (*) as long as they meet the functional and environmental requirements of the original parts. The Offerors are required to provide one-year warranty for the items that are provided to the Government. Any parts with defects and/or failures during the first year after delivery shall be returned.
*Please note: There has been a slight change from the synopis for this requirement. The sysnopis didn't allow for remanufactured parts. The requirement has been changed to allow for remanufactured parts when the parts are obsolete.
ALL prices and quantities shall be gauranteed valid for 90 days from the response date.
Delivery: Items shall be priced at F.O.B. Destination and shall be delivered to the address specified on the resultant order(s) which will be located at Point Mugu, CA. Inspection and acceptance shall be at destination by the Government.
The North American Industry Classification System (NAICS) for this acquisition is 334413 and the size standard is 500 employees.

This solicitation (N68936-18-R-0076) is being issued as a Request for Proposal (RFP). The Government's market research indicates no one offeror is capabale of supplying all the items listed in the Electronic Components Parts List - See Attachment A.
The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA 93555 intends to procure on an other than full and open competition basis a Firm Fixed Price split award contract for the commericial purchase of electronic components.

The solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about 24 Jan 2019.
All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/.
Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO. See the DLIS website for registration details: http://www.dlis.dla.mil/jcp/.
