About this opportunity
The Naval Surface Warfare Center, Carderock Division is seeking electron beam (EB) welding services for nickel aluminum bronze (NAB) canister configurations under the VIRGINIA Class Propulsor Manufacturing Program. The Department of the Navy Naval Sea Systems Command requires comprehensive services including weld prep machining to attach caps to NAB canisters, electron beam welding operations, and final machining in multiple configurations for both rotating and fixed components of Virginia Class Submarine propulsor canisters. This pre-solicitation notice, posted on May 3, 2024, indicates the Navy's intent to use other than full and open competition procedures for procurement. The opportunity falls under NAICS code 336611 (Ship Building and Repairing) and PSC code 2010 (Ship And Boat Propulsion Components). The initial due date for this notice was May 20, 2024, though this represents an announcement rather than a request for proposals.
This procurement does not utilize any set-aside designation and will be awarded as a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Navy specifically intends to award the contract to Dynetics Technical Solutions, Inc. (DTS), indicating a sole-source or limited competition approach supported by a Justification and Approval (J&A). The contract scope encompasses pre-weld machining, assembly, electron beam welding, and delivery services for submarine propulsor components. The IDIQ structure suggests multiple delivery orders will be issued over the contract period, though specific quantities, award values, and performance timelines are not detailed in this synopsis. The work directly supports the ongoing Virginia Class Submarine program, one of the Navy's critical shipbuilding initiatives.
