About this opportunity
Naval Air Systems Command awarded a sole-source, 5-year IDIQ contract to Kato Engineering Inc., Mankato, Minnesota, for sustainment support of the Electromagnetic Aircraft Launching System Energy Storage Subsystem aboard Ford Class nuclear-powered aircraft carriers on September 18, 2026.
The contract vehicle is a Firm-Fixed-Price and Cost-Plus-Fixed-Fee indefinite-delivery/indefinite-quantity structure. Task and delivery orders will cover engineering, configuration management, diminishing manufacturing sources and material shortages (DMSMS) mitigation, repairs and overhauls, logistics support, technical support, in-service support, product support, and life-cycle sustainment of EMALS ESS. Work is performed in Mankato, Minnesota (80%), Portsmouth, Virginia (18%), and Lakehurst, New Jersey (2%).
Award was made under sole-source authority (10 U.S.C. 3204(a)(1)). NAVAIR conducted market research through a sources sought notice posted April 29, 2025, closing May 14, 2025; three vendors responded, but only Kato demonstrated capability. The Government determined that awarding to another source would incur $117.3 million in estimated stand-up costs and delays of no less than nine years due to required development, facility establishment, manufacturing process development, and qualification testing. A synopsis documenting intent to award was posted June 4, 2025.
