About this opportunity
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm-Fixed Price order with options under an existing Basic Ordering Agreement (BOA) to General Atomics, San Diego, CA, for depot repair and overhaul capability for Ford Class carriers for the Electromagnetic Aircraft Launch System (EMALS). The efforts will entail depot level logistics support, products, and test benches, as well as all required test fixtures, test stands, Peculiar Support Equipment (PSE), Common Support Equipment (CSE), software, and tools. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, as General Atomics is the sole designer, developer and manufacturer of the EMALS system and possesses the unique knowledge, experience, and technical data required to fulfill this requirement.
This opportunity has no set-aside designation. General Atomics is the incumbent contractor and expected to be the sole awardee. The performance period is anticipated to run through Calendar Year 2027, inclusive of options. The Government has not provided any details on the potential award value or budget range for this effort.

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm-Fixed Price order with options under existing Basic Ordering Agreement (BOA) N0001921G0014 sole source to General Atomics, San Diego, CA, for depot repair and overhaul capability for Ford Class carriers for the Electromagnetic Aircraft Launch System (EMALS). The efforts will entail depot level logistics support, products, and test benches, to include all required test fixtures, test stands, Peculiar Support Equipment (PSE), Common Support Equipment (CSE), software, and tools, as part of the test configuration logistics product updates as it directly correlates to Depot Stand Up for the EMALS Ford Class. This effort also includes Support Equipment Requirement Data (SERDs), Support Equipment Tools, engineering, program management, and logistics support. Performance is anticipated through Calendar Year 2027, inclusive of options.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer and manufacturer of the EMALS system, GA is the only responsible source with the access, unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to fulfill this requirement. Award to any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition. Further, NAVAIR does not have an adequate technical data package suitable for a competitive procurement of the support required.
Capability statements received by the close of the synopsis may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities should directly contact Zach Baur, Small Business Liaison for General Atomics via e-mail: SB4GA@ga.com or Phone: (858) 455-2603. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
