About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a sole source contract for the procurement of Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG) sustainment spares to support in-service Ford Class Carriers. The contract will require the selected contractor to manufacture, build, test, and deliver spares necessary to maintain and sustain system availability objectives for these naval vessels. NAVAIR has determined that only one responsible source can fulfill these requirements due to the contractor's exclusive role as the sole designer, developer, and manufacturer of both AAG and EMALS systems, combined with their unique access to specialized knowledge, critical manufacturing processes, special tooling, and proprietary technical data. The evaluation will focus on the contractor's ability to deliver quality spares that meet Navy specifications and support operational readiness. The pre-solicitation notice was posted on January 21, 2026, with a synopsis due date of February 5, 2026, and an anticipated contract award date of July 2026, with ordering authority extending through Fiscal Year 2027.
This acquisition is designated as an 8(a) sole source procurement under Title 10, U.S. Code 3204(a)(1) and FAR 6.302-1, with General Atomics of San Diego, California identified as the intended contractor. General Atomics is the only source deemed capable of fulfilling the spares manufacturing requirements due to the substantial duplication of costs and unacceptable delays that would result from awarding to another source, combined with NAVAIR's lack of an adequate technical data package suitable for competitive procurement. The contract falls under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC code 1710 (Aircraft Landing Equipment). While the specific contract value is not disclosed in this pre-solicitation notice, interested small businesses seeking subcontracting opportunities should contact Zach Baur, General Atomics' Small Business Liaison, at SB4GA@ga.com or (858) 455-2603, with capability statements due by the synopsis close date for consideration by the Government.

Pre-Award Synopsis
The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a contract to General Atomics (GA), San Diego, CA. This contract is for the procurement of Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG) Sustainment Spares, in support of In-Service Ford Class Carriers to maintain and sustain system availability objectives. This contract will provide the avenue for the Contractor to manufacture, build, test and deliver spares in support of In-Service Ford Class Carriers. The anticipated contract award date is July 2026, with ordering up through Fiscal Year 2027, to include options.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S. Code 3204(a)(1), as implemented Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. As the sole designer, developer and manufacturer of AAG and EMALS, GA is the only responsible source with the access, unique knowledge, experience, special skills, facilities, critical manufacturing processes, special tooling, and technical data, to include specifications and product engineering design data, required to fulfill the AAG and EMALS in-service spares manufacturing requirements and award to another source would result in substantial duplication of costs and unacceptable delays in fulfilling the agency’s requirements. Further, NAVAIR does not have an adequate technical data package suitable for competitive procurement of the manufacturing and testing required.
Companies interested in subcontracting opportunities should directly contact Zach Baur, Small Business Liaison for General Atomics via e-mail: SB4GA@ga.com or Phone: (858) 455-2603.
Capability statements received by the close of the synopsis may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
