The solicitation is issued under the authority of 10 U.S.C. 2304(c) (1) and FAR 6.302-1 contemplating award of a contract for the items of supply. The only approved source authorized to provide the items is Keysight Technologies Incorporated (CAGE 1LQK8).
Inspection/Acceptance: will be at source.
FOB-IAW DLA First Destination Transportation Program.
The solicitation will be issued under Indefinite Delivery Contract (Requirements) procedures. The proposed contract will include a three-year base period and no options. The Procurement Item Description (attachment) provides a description of each item with requirements. The items are determined to be commercial and the solicitation will be structured under FAR Part 12. The solicitation is available at:

Due to system constraints, it may take as long as three business days from the stated issue date for the solicitation to post to DIBBS.
RESONSE DATE:
Offers will be due prior to the closing date and time specified in block 8 (Offer Due Date/Local Time) on; page 1 of Standard Form 1449 (Solicitation for Commercial Items). All responsible sources may submit an offer which shall be considered. The government will conduct a Lowest Priced Technically Acceptable (LPTA) source selection, IAW FAR 15.101-2. The Contracting Officer will evaluate all offers to determine technical acceptability. The award decision will be based on the lowest evaluated price meeting the acceptability standards for non-cost factors, as stated in the solicitation.
A technically acceptable offer will be determined through an evaluation of the offer. The evaluation factors are stated in the solicitation.
