About this opportunity
The Naval Sea Systems Command (NSWCPD), under the Department of the Navy, is procuring Electrical Hull Penetration Units through this pre-solicitation notice. Prospective contractors must possess a valid JCP Certification to access the Request for Quote (RFQ), Technical Data Package (TDP), and associated drawings, which are marked with a distribution D CUI (Controlled Unclassified Information) statement and must be requested directly from the contracting officer at zachary.f.mccurry.civ@us.navy.mil. All technical questions regarding the procurement must be submitted via email to the same point of contact, as phone inquiries will not be accepted. The pre-solicitation notice closes on May 7, 2026, at close of business, after which the RFQ and engineering drawings will be released to eligible vendors. While specific evaluation criteria are not detailed in this pre-solicitation notice, contractors should prepare to demonstrate their manufacturing capabilities for precision metal fabrication and electrical components that meet naval specifications.
This procurement carries no set-aside designation, meaning it is open to all qualified contractors regardless of business size or classification. The notice does not identify any incumbent contractors or current supplier information. No specific award value, budget range, or quantity requirements are disclosed in this pre-solicitation notice; such details will presumably be contained in the formal RFQ to be issued after the May 7, 2026 deadline. The product classification falls under NAICS 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing) and PSC 3040 (Miscellaneous Power Transmission Equipment), indicating the specialized nature of these hull penetration units for naval vessels. Interested parties must act promptly to obtain their JCP Certification and submit it before the closing date to position themselves for participation in the subsequent formal solicitation.
