About this opportunity
The Department of Transportation Maritime Administration is conducting market research through a Sources Sought announcement to identify vendors capable of providing comprehensive electric utility services for the United States Merchant Marine Academy (USMMA) located at 300 Steamboat Road in Kings Point, NY. The procurement seeks a single company to supply entire utility requirements for USMMA's multiple campus locations and all associated barracks facilities, with services classified under NAICS code 221122 (Electric Power Distribution). Interested vendors must respond to a detailed questionnaire addressing their capabilities, business size classification, small business program eligibility, pricing structures, regulatory compliance, emergency response procedures, and experience with federal agency contracts. The responses received will be used to determine whether the subsequent formal solicitation will be restricted or set aside, though no specific evaluation criteria weights are detailed in the notice. The critical deadline for all interested parties to submit their responses to Contracting Officer Durba Ray is January 20, 2026, at 1:00 PM EST via email to durba.ray@dot.gov.
This pre-solicitation notice does not include a set-aside designation, and no incumbent contractor or current service provider information is identified in the available documents. The procurement will cover 12 separate electric meters across various campus locations including the main campus, administrative buildings (DPW Building), pump stations, and multiple quarters facilities (designated E, F, L, M, N, O, P, and D), each with its own PSE&G account number. While no specific award value or budget range is provided in the pre-solicitation materials, the contract is anticipated to potentially span up to 10 years of performance, suggesting a significant long-term service commitment. The small business size standard for this NAICS category is 1,000 employees, which will be relevant for vendors evaluating their eligibility for small business set-aside consideration in the formal solicitation. This market research phase is designed exclusively to inform the contracting strategy and will not result in contract awards from the pre-solicitation notice itself.
