About this opportunity
The Federal Bureau of Investigation (FBI) is conducting market research for a potential design-build requirement supporting range improvements in the Irvine, California area, with responses due by October 22, 2026. This sources-sought notice does not constitute a solicitation and will not result in contract award; it serves solely to assess availability and capability of qualified sources under NAICS 236220 (Commercial and Institutional Building Construction). The FBI welcomes responses from both small and large business concerns.
The anticipated scope encompasses restroom renovations, erosion control measures, concrete pad installation, electrical system upgrades, pavement rehabilitation covering approximately 30,000 square yards, and water pressure improvements. Specific deliverables include installation of a 225kVA transformer and 600-amp main distribution panel; geotechnical borings and design of compliant erosion control systems with retaining structures and drainage for 25 and 50-yard ranges; milling and full-depth asphalt repairs with HMA paving and subgrade stabilization; complete renovation of two commercial restrooms with accessibility components; and design and installation of equipment to increase domestic water pressure to 60–70 psi, including backflow prevention and controls. The 25-yard pad will receive new concrete installation with reinforced firing lanes, walking paths, and tie-in to lead-collection systems with durable lane markings.
The estimated project magnitude is between $1 million and $5 million. Work is performed in the Irvine, California area.

Project Overview:
The Federal Bureau of Investigation (FBI) is conducting market research for a potential Design-Build requirement supporting improvements to a range in the Irvine, California area. The anticipated scope includes restroom upgrades, erosion control, concrete pad installation, electrical upgrades, and large-scale asphalt pavement repair. The estimated magnitude is between $1,000,000 and $5,000,000. A brief outline of the work is below:
- Electrical System Upgrade
- Provide and install a 225‑kVA transformer (208Y/120V, 3‑phase) and a 600‑amp main distribution panel.
- Erosion Control (25‑ and 50‑Yard Ranges)
- Conduct geotechnical borings and design a compliant erosion control system (retaining structures, drainage).
- Construct stabilization measures, install drainage, and provide as‑built documentation.
- Pavement Rehabilitation (~30,000 SY)
- Assess roadway conditions and drainage patterns.
- Perform milling, full‑depth asphalt repairs, subgrade stabilization, HMA paving, compaction, and final striping.
- Restroom Renovations
- Fully renovate two commercial restrooms, including demolition, framing, waterproofing, electrical, plumbing, fixtures, finishes, and accessibility components.
- Water Pressure Improvements
- Assess existing domestic water system and design a solution to increase operating pressure to 60–70 psi.
- Furnish and install all new equipment, controls, piping, and backflow prevention.
- Range Concrete Improvements (25‑Yard Pad & Lane Markings)
- Survey, grade, and install new concrete pad, walking paths, and reinforced firing lanes.
- Install or tie into an existing lead‑collection system.
- Provide durable, visible lane markings at the 3, 5, 7, 15, and 25‑yard distances
