SOURCES SOUGHT:   THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF SOLE SOURCE (BRAND NAME) SPECIFICATION IN FY21 F-35 CONSTRUCTION PROJECTS, EIELSON AFB, ALASKA - AND IS NOT A REQUEST FOR PROPOSAL.  The U.S. Army Engineer District, Alaska intends to specify the below listed items as part of larger construction contracts to be executed on Eielson AFB, Alaska.  A determination by the Government to not compete this requirement, for the specific items listed below, based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements - Application for brand name descriptions.”

Item: 

8-inch deep cladding system

  • 8-inch deep, Z-shaped, composite plastic-and-metal cladding support system
  • Girts shall be made of polyester resin matrix (sFRP), recycled materials preferred, with continuous non-corrosive steel insert on both flange faces
  • Girts shall include insulation retention / weather seal “ear” on each side of web (to retain insulation without additional fasteners or pins)
  • Materials shall be Class A rating (flame spread index of 25 or less, smoke developed index of 450 or less, ASTM E84)
  • Steel inserts shall be 16-gauge (or thicker) with galvanized coating in compliance with ASTM A653
  • Steel inserts must connect across and align the ends of adjacent girt ends while allowing for thermal expansion
  • Materials must comply with published structural loading tables within a temperature range of minus 55 degrees F to 180 degrees F
  • Vertical girts must be rated to connect to CMU masonry on one side and 5/8” gypsum panel finish on the other
  • Ceiling girts must be rated to connect to steel stud framing on one side and 5/8” gypsum panel finish on the other
  • Attachment of girts to substrate, and fastening of finish to girts, must be achievable with one-piece fasteners (e.g. self-tapping screws, or masonry or concrete screw anchors in predrilled CMU holes).  Bolts are not allowed.  Using a fastener with washer through only a FRP material is not allowed (steel back-up of the girt flange must be continuous).  Powder, air, or gas-actuated fasteners are not allowed.
  • Thermal efficiency of the system must be greater than 90%, and overall U-value of the 8-inch cladding/insulation system must be U-0.0333 or less
  • Girts shall accommodate full-depth (8-inch) mineral fiber board insulation with weather seal groove
  • Must meet ASCE Structural Plastics Design Guidelines, tested in accordance with ASTM E330 (without permanent deformation or failure)

THIS NOTICE IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL.  No solicitation will be available as these sole source items will be incorporated into the specifications of FY21 solicitations for F-35 Construction Projects on Eielson AFB, Alaska. 

Vendors who offer the above items which can meet all of the above functional criteria are invited to respond to this notice. Responses must include the following information:

  1. Identification of the manufacturer’s name, address, and country of product manufacture.
  2. Fully detailed specification sheets.
  3. Narrative addressing how your product meets the salient features listed above.
