About this opportunity

The Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management has published a Justification for Exception to Fair Opportunity (J&A) for the sole source procurement of NEC NeoScan 45 FAP Multiple Fingerprint Reader biometric capture devices. The J&A justifies the use of the exception under FAR 16.505(b)(2)(i)(B), as only one vendor, Government Acquisitions, Inc., is capable of providing the unique and highly specialized devices required to support ICE's EAGLE Directed Identification Environment (EDDIE) mobile application. The procurement will be made under the First Source II contract vehicle at a cost of approximately $160,000, with ICE's intent to transition to an open-source solution in the future to ensure compatibility with the evolving IT infrastructure.
