About this opportunity
The National Endowment for the Humanities is issuing a market research Request for Information on modernizing its enterprise grants management system (eGMS) user interface, with responses due 4:00 PM EST on November 19, 2026. No set-aside is used. The RFI is not a binding solicitation, submission does not obligate the government to acquire any products or services or affect future proposal eligibility, and responses are voluntary with no reimbursement for preparation costs. Submissions become government property and are not returned. Responses go by email to cydennis@neh.gov and jkennedy@neh.gov with the subject line "RFI eGMS Modernization Strategy."
The current platform is built on Microsoft .NET Framework with ASP.NET web forms. The modernization migrates the data and service layers to Microsoft .NET Core and requires UI-layer recommendations, with a stated preference for Microsoft Blazor and openness to Razor Pages, MVC, Angular, or React. The project covers approximately 650 UI module components, including web pages and reusable page components. Required responses address comparative technology analysis, decomposition, state management, server control replacement, routing preservation, data binding and validation, testing, and Section 508/WCAG accessibility compliance. Additional focus areas include security and identity management, Zero Trust alignment, Azure deployment patterns, phased migration with risk mitigation, performance benchmarking, and training curriculum development.
Respondents must provide their SAM UID, business size and socio-economic status, relevant contract vehicles (such as GSA Schedule or NASA SEWP), point of contact details, organizational experience, recommended solution options, and concerns for a potential future solicitation. The notice is classified under NAICS 423430 and PSC 7A20.
