About this opportunity
The U.S. Citizenship and Immigration Services (USCIS), a component of the Department of Homeland Security, is seeking qualified industry partners to support acquisition strategy development for the Enterprise Gateway & Integration Services (EGIS III) contract through a Request for Information due by 10:00 AM Eastern Time on March 30, 2026. This RFI solicits responses from companies capable of delivering advanced enterprise integration, cloud-native engineering, cybersecurity, agile, and DevSecOps services to support mission-critical operations. EGIS III will function as an enterprise integration backbone connecting USCIS internal systems with DHS components, interagency partners, and authorized external entities, with expansion to support national security vetting, immigration system integrity, fraud detection, and AI-enabled anomaly detection. Key requirements include designing and maintaining a cloud-hosted microservices-based integration platform supporting over one hundred microservices, implementing Infrastructure as Code, secure CI/CD pipelines, continuous compliance, data governance, API management, AI/ML-enabled capabilities, zero-trust security principles, and DevSecOps practices in accordance with NIST Risk Management Framework and federal security requirements. Respondents must address seven technical topics covering experience with large-scale microservice platforms, CI/CD pipeline development, high-sensitivity system security, AI/machine learning solutions, database management, competitive differentiation, and staff management capabilities.
This is a pre-solicitation notice with no set-aside designation, and no award value or budget information has been disclosed at this stage. The RFI does not constitute a binding solicitation or obligation for USCIS to issue a Request for Quotation or award a contract, and all submissions will become government property without return to respondents. Companies should indicate their business size, Unique Entity Identifier (UEI), relevant government contracts held, and whether they are interested in participating as a prime contractor, subcontractor, or teaming partner. Responses are limited to nine pages including graphics, with proprietary information clearly marked and segregated. No incumbent contractor information or specific award timeline has been provided in this pre-solicitation stage, as the agency is conducting market research to inform the eventual solicitation strategy for this enterprise integration services contract.
