About this opportunity

The Department of the Interior's Bureau of Reclamation has issued a Special Notice announcing its intent to award a sole source Purchase Order for Law Enforcement Patrol Services to the Washington Department of Fish and Wildlife. The notice covers law enforcement services for the Ephrata Field Office and surrounding areas in Adams, Franklin, Grant, and Okanogan Counties, Washington. The Bureau of Reclamation has determined that the Washington Department of Fish and Wildlife is the only reasonably available source capable of successfully completing the required services due to its full arrest authority and jurisdiction in the specified counties. This sole source procurement is being conducted under the Security Guards and Patrol Services NAICS category. The notice emphasizes that this is not a competitive solicitation, but rather a direct award based on the unique capabilities of the proposed vendor.

The Special Notice outlines a 12-month base Purchase Order with four potential 12-month option periods, with the anticipated award scheduled for January 2025. Potential vendors who believe they can provide the required services and possess full arrest authority in the specified counties are invited to submit written notification to the Contract Specialist by December 29, 2024. All responses must include the vendor's Unique Entity Identification (UEI) Number and Tax Identification Number (TIN), and vendors must identify themselves as either a small business or other than small business under NAICS Code 561612, with a small business size standard of $29 million. Contractors must be registered in the System for Award Management (SAM) database and will be required to submit invoices through the Department of Treasury's Invoice Processing Platform. The government retains sole discretion in determining whether to compete the proposed action based on responses received, and the information will be considered only for assessing potential competitive procurement.
