About this opportunity
The Department of Health and Human Services, Administration for Children and Families, intends to award a sole source contract to James Bell Associates, Inc. for a research project titled "Effect of Prenatal Alcohol and other Drug Programs on Faster Care Prevention & Rapid Reunification: Lived Experience Views Research Project." The project will focus on learning more about the best ways to support families where children have been prenatally exposed to substance abuse, particularly alcohol, and to prevent them from entering foster care or ensure rapid, safe reunification when possible.
The purpose of this project is to gather the perspectives of families with lived experience in the child welfare system, which is an important but missing piece of research evidence. The contract will build upon a previous project awarded in 2019 and maintain the current vendor who has established a relationship with the marginalized subject population to increase the likelihood of participation, data collection, and a stronger research project. The contract falls under NAICS code 541611 and PSC R410. This is not a request for quotes or proposals, but any interested party that believes it can meet the prenatal exposures to alcohol: lived experiences requirement may identify themselves and provide evidence of their capability.
