About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Puget Sound Contracting Department is seeking to procure two MSD (Marine Sanitation Device) eductors in support of Military Sealift Command. The requirement involves servicing and replacing Penberthy Eductors Model X4 (Part# 1000-5) on the USNS Richard Byrd. The government intends to sole source this acquisition to RED FOX ENVIRONMENTAL SERVICES INC (CAGE: 06CU5) based on proprietary rights justification, as RED FOX technicians are the only certified technicians authorized to work on the MSD system. The justification emphasizes that critical equipment regulations, including MSC SMS Procedure 10.6-002, QMS N0750-100.00-AQ, and COMSCFINST 4490.1, mandate OEM servicing and parts only, and that both the American Bureau of Shipping (ABS) and US Coast Guard recognize only OEM servicing for the MSD system. The pre-solicitation notice was posted on February 5, 2026, with a deadline of February 9, 2026, and interested parties may direct questions to Mr. Jeremy Wells at jeremy.a.wells.civ@us.navy.mil.
This procurement is not a set-aside and will be issued directly to RED FOX ENVIRONMENTAL SERVICES INC as a firm-fixed-price (FFP) purchase order using simplified acquisition procedures (SAP) in accordance with FAR 13.106-1(b)(1)(i). RED FOX ENVIRONMENTAL SERVICES INC is identified as the sole source contractor and current service provider for the MSD system. The contract includes a required delivery date of March 10, 2026, providing approximately five weeks for completion. The acquisition is classified under NAICS Code 336611 (Ship Building and Repairing) with PSC Code 2090 (Miscellaneous Ship and Marine Equipment). While specific dollar values are not disclosed in the pre-solicitation notice, this is a simplified acquisition for critical shipboard equipment with immediate operational requirements.
