About this opportunity
The U.S. Embassy Canberra seeks design, development, and implementation of the EducationUSA Pacific Sport Diplomacy Hub, a 12-month online resource initiative to promote U.S. higher education engagement across the East Asia and Pacific region, with quotations due September 21, 2026, at 4:00 PM AEST. The procurement is a commercial item acquisition using simplified procedures, with no set-aside category applied.
Place of performance is Harman, ACT 2600, Australia. The contractor must deliver a publicly accessible online resource hub with six self-paced course modules (minimum 30 minutes each with interactive components) covering U.S. college sports landscape, athletic recruitment, NCAA eligibility, scholarships, and financial planning; up to three alumni video vignettes featuring U.S. student-athlete alumni from Australia and other Pacific countries; a Sport Pathway Advising Toolkit in English (1–4 pages) with translated versions in Bahasa Indonesia, I-Kiribati, and Samoan; and a final report due October 15, 2027, summarizing platform usage and engagement metrics. The contractor must source all content independently, develop an automated NCAA core-course eligibility assessment calculator, manage content throughout performance, and maintain the platform with a 99.9% uptime SLA using standard commercial hosting (AWS, Azure, or equivalent) with automated daily backups. The platform must support user registration with analytics, completion tracking, and engagement reporting; maintain minimum active engagement of 50 users; and support significantly greater scalability. The contractor retains ownership of the website platform and source code upon contract completion. Performance period runs September 20, 2026, through September 30, 2027.
Award will be made to the lowest-priced, technically acceptable, responsible offeror based on initial quotations without discussion, though the government reserves the right to conduct discussions if necessary. Offerors must submit pricing in either Australian dollars (with GST shown separately) or U.S. dollars, completed SF-1449 form, Section 5 representations and certifications, and evidence of qualifications including proposed project manager credentials, SAM registration, proven experience delivering similar services within Australia or internationally within the past three years, and client references. A pre-quotation conference is scheduled for September 2, 2026. Amendment 0001, issued September 11, acknowledging 28 questions and answers, must be acknowledged prior to the offer deadline. NAICS code 611710 (Educational Support Services); PSC U008 (Education/Training—Training/Curriculum Development).
